1. Look at reviews. Ask for personal recommendations. Ask for a trial.
2. I'm not so sure it is a good idea to program it from scratch, you should really base it on existing forum software.
3. Google Adsense, Project Wonderful. Basically you sign-up to a company that does the advert getting/business side for you (sort of) and you put the html snippet somewhere on your website, or you put "you ad here" or something and accept advert requests yourself.
4. a. use "responsive web design", which basically means automatically resizing the screen with CSS and making sure the layout doesn't break. Also putting fallbacks for devices that don't support something (e.g. flash fallback for html5 video, if someone is viewing on ie6).

Luckily, I haven't updated my 3DS in ages. Unluckily, that is because I lost it ages ago. I dunno if it was on 4.5 though.
I wonder if it possible to downgrade.

It's a japan-only gameboy pinball game, apparently.
Edit: Einstein has made the non-momentus discovery that it is (unsurprisingly) not a prototype. (AKA: me stupid in this case)

I have one of the EU demo versions, which is also dumped by BigBlueBox (serial: LNZ-CTR-AQEP-EUR). I have 'documented' some oddites here. I don't think it is a prototype, but some areas crash the game (to a black screen -> System Menu error message) if you enter them. I don't think there is really anything I can do with it, apart from trying out more glitches to explore the blocked off areas. (My 3DS is not on the required System Menu version for homebrew exploits).

To expand on this; there is a possibility that it will only work when a certain level is swapped (e.g. because the test levels could need things that are only loaded for certain level file names - which might not include the first level).

Hidden Japanese writing on tiles in the blocks, pipes, coins etc tileset. Some of these are invisible blocks.
Sorry about the quality - they used very lossy compression unlike the other games .
