| There are no public 3DS emulators (there would be Nintendo's ones for developers obviously - but these are not leaked). All screencasts of '3DS Emulators' are clearly faked, just scams and viruses.
There do appear to be flashcarts that work with ROMS, but I am not sure if they work on new versions of the 3DS firmware. The only homebrew seems to be flashcart software. Flash carts don't emulate 3DS games on 3DS systems - that would be pointless (and extremely slow, if not impossible). | I'm pretty sure the consensus is that, to be able to understand the 3DS hardware and software to be able to modify it fully and even start making emulators, and to look inside games - some kind of key is needed. | I reccomend youtube-dl. It is a command line python script with lots of options. It is also updated often.

| One dream I had was of a New Super Mario Bros. (DS) prototype, which was a sort of mixture between
this Mario 3 level and the early desert tileset. | A secure website system for this would be nice, but that might be a bit "high-profile", aka encourage lawsuits (etc). | The game runs fine from the folder, but opening from steam doesn't do anything.

What about save files, are they in steamapps? Wouldn't this be more thorough? Uninstall steam with the uninstall application, then deleting all files (obviously after backing up the games & save files).
