They don't want to risk an apathetic voter base, particularly given how enthusiastic Obama's voters were last time around.

Of course, the problem with that is that they've also given Obama more material to ignite his own base, what with the Ryan budget and all that...

The second part is why I wonder if Romney really made the right move- for awhile, the fear was an apathetic Democratic base disillusioned with Obama... but they certainly don't like Paul Ryan's budget.

I would guess in neither state, since as far as I know both are fairly reliably Democratic.
