I can actually open in run the "shutdown -a" for 2 times, but in the third time, it gets an error, and yet, when the third time appears, it closes everything up! There is no time!
In the error, it appears some HEX value, is this is an virus?

It Sounds like a infection issue, lets try this.
Download this on another pc
http://www.malwarebytes.org/
Download Either MSSENTIALS or NOD32 ESET
Check and make sure os patches or hotfixes was upto date.
Cut off your pc from the internet so whatever might be on here cannot go to the internet and attempt to call in any other junk and attempt from you getting rid of it.
Let malwarebytes scan in full mode, if it picks up something and tries to get rid of it but cannot you pc might being hooked.
Also try the AV, if for some reason your computer refuses to install it, this might be far more serious than trojan malware problem.
Please also note to me if your windows security is up and default firewall is active, if it is not and will not let you touch it, we're going to have a long day...
I know that error that your talking about and theres 3 different level threats to it.
