The reason why I'm asking is because me and someone else is going to hack The Little Mermaid for the NES, and I'm taking the task to draw monsters over the enemies in the game.

And this is the only thing I can find for that game.

So what program would I need to get for making a sprite sheet for the enemies?

The easiest way would be to use an emulator like FCEUX, play to the part of the game with the enemy, and use the PPU viewer to get the tiles. You could also probably use a tool like YY-CHR to get the tiles from the game itself, but that might be harder.
