Were I staff, I'd ban both, just to be a butt! (No, not really)

If the admins weren't too busy they'd probably just see if both accounts share an email, and if they did, they'd get your first one reset for you, and delete the new one.

And yes, that is something they can do. At least, pretty sure it is.
