I'm pretty sure, if the DVD of Game Center CX I have is any indication, it means "Whee! I'm a cat!". Does that sound about right?
This actually is important. This is going to be mentioned in a con panel I'm working on and I wanna make sure it's right. :X

"ねこだよ/Neko dayo" does indeed translate into "I'm a cat" if it is clear that the person is saying it as a means of describing what they are, although it could also mean "It's a cat!" depending on the context. The "~ん/~n" does not directly translate into anything, and rather is just appended onto the end of the phrase for added cuteness. The "Whee!" in your translation is there as a means of replicating the cuteness that is lost as a result of there not being any equivalent way to represent the ~ん in English.
