In what context will it be mentioned in the panel? Japanese can be very loosely translated at times depending on context, so it would be helpful to know. "ねこだよ/Neko dayo" does indeed translate into "I'm a cat" if it is clear that the person is saying it as a means of describing what they are, although it could also mean "It's a cat!" depending on the context. The "~ん/~n" does not directly translate into anything, and rather is just appended onto the end of the phrase for added cuteness. The "Whee!" in your translation is there as a means of replicating the cuteness that is lost as a result of there not being any equivalent way to represent the ~ん in English.
