I found the debug mode in this game! Unfortunately, I can't seem to access the menus. The address is 0C228084, contains 2 bytes little endian flags. 0001 is debug mode, 0003 displays stuff in-game. There are other interesting flags as well. I'm currently at school, will update with screenshots later.

I remember someone finding a debug mode in another Monkey Ball game, and all it seemed to do was show "debug mode" text on the screen but do nothing else... they later realized they patched the wrong thing, and hadn't actually enabled debug mode (only forced the text to appear). Perhaps that's happened here, and the actual menu enable is elsewhere?
