I'm looking at the graphics and it looks like the graphics I found are early Richard Meyer frames. I'm gonna have to extract and rebuild everything manually, so it's gonna take some time.
(For my own reference: Palette is 2119.)
Edit: Ahahahaha. Looks like Michael Max actually has some graphics to handle two plane stages! He has some for when he's looking at an enemy from the background, but he uses hit frames when he's in the foreground.
And Billy Kane doesn't have any frames for that, apparently.

This made me curious, so I loaded up Fatal Fury 2, and none of the first three bosses (Billy Kane, Axel Hawk and Lawrence Blood) have any graphics for looking at an enemy in the other plane, shifting planes (rolling or jumping), jumping while the enemy is in the other plane, or punching the enemy into the foreground. Wolfgang Krauser isn't missing anything since his stage is normal. They all have these graphics in Fatal Fury Special - since you could choose any of them normally in that game.
