I can almost guarantee you nobody's going to make the page for you. Just create it under your userspace, like this. This keeps the page from getting categorized with the rest of the finished articles and lets you (and others) work on it at your own pace. Once it's finished, you can use the Move link at the top of the page to move it to the wiki proper.
