Try Uniextract, it may or may not work. Even after that, there's not much hope for reading the files unless you're lucky. But that's what this site's for, right?

I haven't done much of anything with PS1 games, but I'm pretty sure CDMage can extract the files.

When it extracts a file with Form 2 sectors, it will dump raw sectors and add a RIFF header. The files will most likely appear to be corrupt, unless your viewing/editing tools understand CD-ROM XA.

I use vgmtoolbox, and it comes with the ability to handle CD-ROM XA files (like the voice samples in Ape Escape).

Late to the party but, apart from requiring Java, jPSXdec isn't too bad for an all-in-one tool. It's image file parsing is different to PSicture's, and, for FF8 especially, shows some stuff that you wouldn't otherwise know was there (example here). It doesn't handle sample banks files like PSound can though, so it's decent for seeing everything at-a-glance but not the only knife you want in your drawer.

Okay so I got this to look at .XA and FMV files... but it doesn't open .BINS? That FFVIII image suggested it could look at graphic data.

Unless I'm missing something.
