Let's just do what we've always been doing. That seems to have worked just fine so far. We don't really need a static banner.

Edit: As in, where the banner just reflected current events, like the Namcot Valkyrie thing, or the Pescatore thing. It should be a static banner in that there isn't a random one with every refresh, but it shouldn't be a permanent banner that never changes, even after a year.
