This game is still in development. They might remove these or they might use those images (we don't know, right?)
I found this while making skins on TF2. I did opened Dota 2 folder and I found in steamapps/common/dota 2 beta/dota/quickstarts/img. This folder has many odd pictures, and most of them are developer jokes, a pack I made with everything is here:

Those were some placeholder images for Dota 2's skills that weren't graphically finished. It was leaked when the beta first launched and... they are hilarious.

I'll find the image that had a lot of the placeholders. Probably best to put them on the wiki for archiving purposes if I can find them.

HL3 and some as-yet-unannounced space game codenamed SOB.

Speaking of jokey placeholder stuff, it looks like Valve's beloved "Shitty Wizard" placeholder model is actually going to be used in the game as both an alternate sheep morph and an alternate carrier skin.
