So I'm trying to load the japanese rom of super mario rpg on the vSNES but I seem a little lost with it. So is there a way to load roms onto vSNES at all? BTW I looked at the vSNES website and looked up broken games and SMRPG is one of them. Could that be the problem?

Probably related to special chips/compressed graphics/etc. Basically, it probably says it doesn't work because it likely doesn't work.

Doesn't vSNES also require you to load in a savestate?

I'm not sure why you'd expect it to work if the site says it doesn't.
