Ocarina of Time has wind controls as well, but I don't think they're ever used in that game, either. I can't think of any instance in either game when wind comes into effect, unless it has to do with Cucco gliding or something like that. The Wind Waker had the Deku Leaf, but Majora's Mask and Ocarina of Time have nothing...

Oh, I suppose there's also Deku Link's ability to glide... but wind doesn't affect him, and I don't think it ever affects Cuccos' trajectories either. They just drift at a set rate to the ground, they don't ride the currents or anything.

I know Ocarina of Time had those fan-like statues in the Shadow Temple and Ganon's Castle, and Majora's Mask had the big ghost Goron on the mountain. Would it be related to those?

The only thing I personally could think of was the flags in the desert in OoT. For some reason it seemed like they might have flapped with changing direction depending on the direction of the sandstorm? But I haven't played that game for a looooong time so I don't clearly remember if those flagpoles even have flags D:

This would be my guess. The wind blows Link's cap, this is what they used to test different values to see how it looks.

Celice: Things that can be changed in a debug menu do not have to be things that you can change in-game. You'll note the other menu allows you to change lighting and fog, as well, even though that's also permanently set (or outside the control of the player, for areas that cycle through day/night).

Assuming all of the text matches between the Japanese and English versions, that's all used in New Game+. The first batch belongs to Jabun (during the endless night, when you find him under Outset Island), the next two ("Still... it is too soon" and "I see... And I agree") are Valoo after he torches Ganondorf, the next two ("That garb you wear...", "What is the matter?") are the Deku Tree when it first talks to you, and the last one ("O Hero! Thank you!") is when you kill the boss that was tormenting Valoo.

二つ目 or 2つ目 means 2nd. There are lots of different counters in Japanese, so 2番目 (second in line), 2人目 (second person), etc. can all mean second depending on what they're counting. The 目 makes it "second" instead of "2".

第2 means chapter 2, not 2nd chapter.
