I guess because Chatroulette is random. Trolls often target random people. And non-trolls tend to prefer non-random places so that they can stay in contact with friends (unless they're just looking for momentary entertainment).

And Chatroulette is old enough that no one cares about the novelty anymore, so most of the momentary entertainment people are gone.

I remember seeing an interview with the founder a little while ago, it turns out when Chatroulette was the momentary big thing he was offered a bunch of money and turned it down... and now regrets it quite a bit.
