The basement being part of the bar seems pretty obvious, looking at this. Kind of odd it was moved.

Maybe they wanted AVALANCHE's base to look lower-tech later on in development? I mean, after all, they are a small, small terrorist that just bombs reactors; they don't need shit like cannon shells.
