I'm too tired right now to add it to the wiki, but here goes: Use cheat code 610-31B-A2D on a U rom.
This will show the menu right at startup (where it seems to have been in the first place).
SGB transfer will only work on a SGB. Using the option more than once will switch between 4 different borders, one of which is the a test border.
CGB Test and V Effect are gone, only a single ret for each of these.
Creating booster packs works as far as I have determined. There is some wacky code in there for sure (a code that shifts a checksum over 9 bytes by 9 bits, which looks like it might have served a different purpose), but as far as I can tell, it actually works pretty well. It basically tests out if the random pack creation works. There are several tables in the rom that determine what cards can be added to a random deck and this menu can be used to test all of these table entries.
Quit works, but as there is no routine to quit to, it will just boot up the rom once again to the same menu (however, it will reinit it).
All the other options do what they say. Spr test works differently from what you described. A will change between animations of people events, left and right will decrease and increase the sprite number, up and down will decrease and increase by 0x10. Start and B will actually do nothing, while Select quits.
