Actually, speed doesn't matter. It's usually triggered by a bug that occurs with Link's position when dashing over a north/south screen boundary. Since that boundary crossing has to be dashed with the Pegasus Boots, not walked, many people think that the whole journey must be fast
Yeah, the complexity of the procedure and its tendency to not always work made me think it was a convenient way to reproduce a glitch, rather than a planned method. I've managed to accidentally do the same with other holes. The fact that it leads back to Link's house also supports this theory (only place the developers could be sure you'd never be trapped in).
It does seem like a jerk move though if they didn't put in any legitimate way to access it. Or has it just not been discovered...? Maybe they just figured the game was buggy enough that you'd stumble across it eventually, thus leading to a lot of chaos and confusion as people explain how they found it and others reply with a completely different method, and none of them can reproduce it.
