Think ISPs deal with harrasment cases through visiting (in this case, registering on a forum) websites? If it was along the grounds of sexual harrasment / threatening, then maybe, but otherwise they would probably not look into it. ISP Reports are a last-resort sort of thing.

More like "This person has been abusing your web service to constantly register on our website despite repeated IP-based bans, and then proceeding to spam and cause trouble." along with a bunch of IP reports and dates
