
Here's my ideacrap.
You want the game to feature your OCs and such, and recruit them after defeat. So why not have a plot device teleporter? However, the teleporter can only port two equal entities at a time, meaning two people or somesuch. That way you can only play as one character at a time. They also have some sort of communicator. This could be used to give stage hints, as well as explain how players can change from one weapon to the next without explanation of what goes on in teleporter-hammer-space the main base.
The stages should, in my opinion, act like Megaman Powered Up, sorta. Say you choose Viarra to start out. Her stage will be locked out until you beat the rest, and when you finally recruit everyone, then a new boss (maybe Rain, who would have everyone's weapons) shows up in the originally-picked-character's stage - in this case, Viarra's. Then it's off to the fortress stages.
In my opinion, the special weapons shouldn't have ammunition limits, since we're switching between characters, and not stealing weapons. But, perhaps we should implement a "Rain Mode" in which we play as Rain, with a basic Megabuster (no charge) and steal everyone's weapons, in any order, then go straight to the fortress. Weapon Quickshift buttons (L and R for the SNES Megaman games) could also be put in for just Rain mode. If we're going to make this net-wide, then we should go more into Megaman Powered Up, and make Rain Mode the only mode available at first, and beating bosses with just the Rain Buster would unlock them for regular play.
I am offering my character to be a fortress boss, though not the character I have in the RP forum. It'll take a while to explain me, so I guess I'll start. He looks like an echidna (sonic version) with #006000 fur at first, but can morph into a liquid. He wears some small glasses with the lenses tinted #909000, a #009000 hoodie (hood down) and #454545 nondescript pants with pockets, and some nondescript shoes. His right pocket holds a dimensional portal in which he keeps a sword, his house, a huge block of diamond that he sharpens his claws on, etc. You think of it, it's probably in there. He has control over the element of earth, including plants and metal, but not wind. For a playing style, I'm thinking a mix of Drill Man (going underground/dissolving into a puddle and throwing balls of stuff at you that explode into shootable pieces when they hit a wall), Guts Man MM7 (Punch the ground, a block falls, kick it mid-fall into the player, block is destroyable and stays on the wall) and Zero from Rockman Deus Ex Machina at half health (After he takes a blood red longsword out of his pocket. The crystals get replaced with balls of fire, swung out from the sword. No snow.). His weakness (as I determinned some day while taking a walk) is water and all related. Fire heals him, as well as earth based attacks. He's recruitable, and throws the crystals as an uncharged shot, and does Castlevania CotM's Golem/Apollo combo with a charged shot. (Five rock spikes shoot up from the bottom of the screen - the first in the middle, then in twos going to the screen edge, straight up.)
Holy crap that was a big post. I offer to be another level designer.
