While I don't own this game or a Japanese Xbox to run any tests... There is the possibility its English subtitles and mission descriptions are unused. Hinging on some questions. Is the game actually region locked? Does it detect non-Japanese bios versions, rather than the dashboard language option, as suggested here?

The first video is mine. Im pretty sure the game is still region protected (I typically play on a debug kit), but it has full English support like in the video if you have it set to English. No modifying files as far as i remember.

Well the dash language can be changed officially. The console's internal region can't. (I'm not familiar with bios modding)
If the former enables the extra English, it's used. Otherwise region lock makes it inaccessible.
