I was poking around Picross DS for a few moments, lo and behold the Korean version appears to lack a menu option for rumble.

Is this feature removed from all games?
Other affected titles would include Hotel Dusk Room 215, Mario & Luigi Partners in Time, and Elite Beat Agents, to name some.

Either way it might be simple to fix by cheating, if just disabled in the game's UI.

That's kind of strange to remove such a feature.

This might be a stupid question to ask but was the rumble pack ever released for Korea?

If my memory serves me right, I think Korea would generally get games later than the rest of the world. Perhaps by the time the games in question were released, the rumble pack might have been defunct. I think I remember reading that the rumble pack didn't really work all that well with the DS lite.

IDK, just throwing ideas out there.

According to No-intro's database, Korea also has many less games than Europe, USA and Japan. But not as little as China has.
