I've been looking around and suspect its US and JPN versions (not sure about PAL) may set text mode based on console language, in the manner of Sega Genesis.

Anybody have confirmation? If true it's "technically" unused content. Region code prevents this from occurring in official circumstances.

If they just put the same data on both JP and US discs, then no, it's not unused content.

Yeah I guess so. This is the same as Streets of Rage 2 (US). Assuming it's true you must intentionally break lockout.
