I remembered something, and decided to take a peek into the game with a Hex Editor. My thoughts were confirmed.

No, it has nothing to do with BMF himself being in the game. Unless BMF is really Bad Mr. Frosty. In this case, I will question my perception of reality.

As some people know, there were five characters that were cut from the first edition of the game; High Five, Hobo Cop, Lady Liberty, Lockjaw, and the Zappa Yow-Yow Boyz. Four of the five of them would return in the "Sculptor's Cut" edition of the game, but Hobo Cop was cut from both versions, out of fears that a drunken, homeless vigilante cop would be too offensive.

A little further investigating by checking a character modifier Gameshark Code reveals that there are four big gaps! Digits 6, 7, B, and C are not named. HMMMM! 10 might be a possibility too, seeing how the characters are arranged by alphabetical order in the ROM.

I know Nintendo Power had some shots of these guys in one issue that I may or may not have. Until then...yeah.

There is also a Beta version afloat, but it's more of a magazine review copy. However, there are differences in the "Secret Options" menu that might be worth mentioning.

The values of the character modifier do indeed follow that list:

Unfortunately, all of them default to the green-hatted Bad Mr. Frosty, with the question-marks portrait (what appears in the secret character slots before they're unlocked).

Some of the sprites may still exist, though. Remember that Lockjaw Pooch appears in the ending.

Ah yes! I actually came across them last night and got screenshots last night before I went to bed. Thanks for grabbing those for me!

I'd be willing to bet that there's some kind of fair amount of stuff left over of these five guys. The one I'm really interested in is HoboCop though, as he's never shown up. I'll play around in the existing beta to see if anything else of these guys exist. However, it seems that the characters are dummied out there too, so don't expect anything major.

Also note that in the Sculptor's Cut, there is still yet a slot for Hobo Cop, but is again dummied out using the alternate Bad Mr. Frosty outfit. Unseen64 has a capture of the Nintendo Power magazine issue with him in it, showing what he was supposed to look like.

It's a shame that we don't have this beta floating around. It would be really nice to see. There is one question that does remain with me, though. In the beta version, there's an option called "Frosty is a Hosehead", for which your choices are "ON" and "OFF". I have no idea what the fuck it does, if anything.

I have that issue (and pretty much every consecutive issue from Volume 92 to the present, barring 185)! In Volume 95 (two issues prior), there was an interview with Jeremy Airey, the game's producer/director. There are a few more screenshots of Hobocop in the article, but no mention of him in the actual interview.

In the beta version, there's an option called "Frosty is a Hosehead", for which your choices are "ON" and "OFF". I have no idea what the fuck it does, if anything.
That isn't the only secret option that's different. There's a "Game Speed" option with the choices "NORMAL," "WHOA," and "ARE YOU NUTS?", which is even mentioned in the article in NP Volume 97. Additionally, the "Move Camera with Fourth Pad" option is absent.

I've got a little theory that the "Frosty is a Hosehead" option might be the "Move Camera with Fourth Pad" option. I'll pursue it a little later tonight.

If it isn't, it beats me what it could be. I'm not good enough to figure out game code to jump in and figure it out.
