That save file, as dumped from the Japanese v1.0 ROM.

Interesting to see that there is a pattern of "1 1 1 1 #" from 0-9 where the dungeons are...

The maximum amount of powder / bombs / arrows is interesting too. Makes me wonder if they were at 79/99 and they just reduced everything by 40. This debug save might be pretty old.

Note also that the L0 item data is 1 2 3 4 5...

That's the save file marker. This was made to handle the GBC versions, not the GB JPv1.0 one
