This bizarre door is located in the inner part of Ocean Force Point Temple and looks really off compared to the rest of the temple. I think I can recall a similar door texture found in the debug version of Ocarina of Time: Master Quest.

There's a description for it in the gametext/shop for buying it, but it doesn't show up when I actually buy it and there's no description for how many scarabs it costs. I think I'm getting different results than you. For me the "red staff thing" has the same description as the panel in the first screenshot you posted but I haven't seen it anywhere in the store, ever.



The panel also looks identical to the P.D.A icon. Maybe you had to buy it back from the store later on in the game, along with the Hi-Def Display Device/Zoom Goggles?
