You should be able to upload the prototype ROM since it was originally a BIN file type. If that doesn't suit you (or work), then you can simply rename the extension to GBA. Apparently compressing the file into a 7zip achieve would also work and has been done before.

Has it been that long since you've uploaded something Xkeeper? Ah anyway, the prototype ROM should be 15MB at most if we are all talking about the same ROM.
I put the file in a .7z archive, the archive is only roughly 6 MBs in size, and it just keeps giving me a "413 Request Entity Too Large" error, strange... |

If that is the case then it appears that einstein95 is correct. I too can only compress it to ~6MB with 7 zip. I don't think you will be able to upload it to TCRF unless Xkeeper is able to resolve the issue.
