I've never played the game, but a 協力技 is almost certainly some kind of cooperative special attack. Chrono Trigger had these -- you combine one guy's fire attack with Chrono's spinny sword attack, etc.

So this means: "Shit, I/you can't do a cooperative attack with somebody." Needs context to be translated into normal English.
