I thought that about 15 too, but that's not how it was applied. (See what happened after we removed rule 9. REMOVED.)

Also, no, it does not pass. But I get that many bonus points.

Since transmuting 11 is not allowed by the rules, just change it to rule 13 instead, because it works that way

Also, rule changes and rules added could be taken as different terms, as both are used. So arguably, you could saw we can't actually add any rules. A lot of technicality comes from how we are going to interpret various terms.
