It includes the Pokemon Global Battle Union and Pokemon Dream World. You can access it if you have an account on the Pokemon website, a Pokemon Black or White game, and you have gotten the C-Gear in that game.
I have no idea what the Global Battle Union is, but the Dream World allows you to send items and Pokemon with Hidden Abilities and exclusive moves to your game.
