Paranoia was, you say, acting suspicious all the time already and thus the logical thing for the bystanders would be to vote him off. Mafia knows he isn't Mafia, so they try to vote somebody else to appear as "I didn't vote for Paranoia, who turned out to be a bystander" later on.

And Imajin, who voted no-kill yet again. CB also sticks out to me.
