You gotta ask Sukasa 'bout that; it was his server this morning and I don't remember off the top of my head.
I had this terrible great idea today on making a unique play experience! It mostly involves canals in a map with little water and many hills. Narrow corridors where boats ferry passengers and goods from place to place would have an aesthetic appeal, and would just look cool. It's not efficient, though. You'd have to have a couple of air routes to fund it in the beginning, but once it's up and running it would be a thing of beauty!
On the other hand, I might be very strange...

Game is doable with a minimum of 8 using these rules. Perhaps a mini-game is in order, to get people more comfortable with it, and maybe draw a crowd?
