Because Nintendo seems to be refusing to get back to Bob with a straight answer about his inquiries on attaining a DS SDK, Bob's gotten quite pissed. He's got a legitimate company and has gone through all the necessary processes everyone else has gone through. Unfortunately, Nintendo has never gotten back to him. Bob seems to think that this is someone at NoA blowing him off. He's locked himself in his room until he gets an answer from the big guy himself, The Regginator. All the guy wants is an answer Reggie... I say just give him one...

Sure he may be acting batshit insane, and the game might fail and be bad. But the man made a game and is willing to pay just as all other developers for this SDK kit (Is that what it's called?).

I think he deserves to at least get as chance to release the game after all this work he seems to have put down into it.

Even if he isn't crazy, he has just ruined any chance he had to see his game become a real DS game, regardless of how good it actually is.
