Disk cleanup is taking years to finish up with these. Can someone tell me a better way to remove this, and if it's normal to have 4 million kilobytes of it?

Don't bother with it. It's not worth the time, and slows down your computer on top of that.

It's one of the things Windows could've done without. Compressing old files equates to making said files take up less space with a tradeoff of running slower if they're ever used again.

Better is to not use Disk Cleanup at all but to use something of a run like CCleaner/JDiskReport, Scandisk, and Disk Defrag (or, preferably here, Diskeeper).

I went through the 'Free Useful Software' thread and found nCleaner. It was worked well. I understand why they would compress them, but what are (or were) they used for?
