Buuuuut, 4'11 (150cm) should be tall enough to be allowed to sit in the front seat.

If you crash fatally anyways, it's not going to matter if you're 4 foot or 7...you gonna die.

Given that a fatal crash is defined as one in which you die, I'm not sure saying that helps anything. The point to the law is that what would (probably) be fatal for someone that small would likely not be fatal for someone else.
