Well, according to this person it is. There's one or two mentions of this person trying to hire typeface designers to replace the letter k in fonts with क.

(I personally thinक it would be better to get designers to stop replacing \ with ¥ and ₩ first.)

I just wasted a few minutes and came out with this: The guy says K is evil because religious books use it alot in describing tragedies, so seeing it outside of them will make you want to commit suicide. The guy doesn't seem like he's joking to me, just seems like a nut.
