Getting a solid (or slightly transparent) textbox will help your case tremendously.

Also: A note about close and repeating backgrounds: dont use them.

By close I mean things that tile in under 64x64 blocks.

(My background tiles, but you'd never be able to tell )

Your old one not only repeated in such a small space, it was a little hard on the eyes. With a good repeating background, you shouldnt be able to tell where things are "tiled"

Look at SMAS SMB underground backgrounds for example.

Yeah, I understand, but your example isn't exactly the best one since the game background scrolls more slowly, but I digress.

I'm working on another background right now (is 300x240 -- plus a repeating 300x150 right over it -- so I'm hoping it's big enough).

Well, also make sure the file isn't too big- file size is the key here though, and most game graphics that aren't 3d shouldn't go over if it's in the right format.

I know that I should try to make the lowest size possible (albeit with the highest quality at the same time), but which format should I use? I have to use .gif for animations (only two in my soon-to-be layout, most likely), so I guess I should go with .gif, but I'm not so good with formats.

Making the color scheme less eye-gougingly bright will help.

Just make the background much darker. You won't even have to put in a shaded textbox or anything.

The only remaining reason for using GIF is animation. PNG does everything else with as many colors and levels of opacity you need, and will almost always* be smaller than GIF.

*Please note that this statement is based on optimized PNGs, and not all programs are capable of properly optimizing PNGs. Like MSPaint. Transparent GIFs smaller than 100 by 100 pixels may not compress smaller as PNG.
