Probably just making a statement to combat the administrative order preventing him from allowing him to expand the cemetery and get some publicity... I mean, I honestly can't believe that he would actually think his order would have any effect on people dying

Ever notice how almost all of these stories come from "a small village in [insert country here]"?
Obviously, the politicians who are just slightly too loony for more important government positions head deep into their country's bowels until they find some place that will accept them.
The US is no different (see: the deep, deep South), except these loony individuals often end up in DC...

Either that, or it's a slow news day and some reporter decides to just make up a random story like this. What better place to set the story than in "a small village in [insert country here]" where it's highly unlikely anyone will notice the lie?
