It won't go negative because that isn't how it works.
There are two things it looks for:
1) Is the forum marked "new"? (This determines if a number shows up)
2) How many threads are "new"? (This determines the number)
Deleting a post changes the thread's last-post-time, but not the forum's, so these counters can get a bit out of sync for a short time.
It's a very rare occurance; I've only seen it once or twice.
