| I suggest making multiple normal user levels, and a new sub-forum for trying to upgrade in.
Users post in the sub-forum, and if they seem to be of good-enough quality, they are allowed into a higher class of regular user. Unless this is even done in the first place, posting is restricted to only a few areas, and new threads / polls are barred off. Of course, this is only a skeletal suggestion with minor amounts of meat on it.
