i don't understand stuff like this and the reasoning behind it seems pretty shitty imo
i'm against outlawing anything that harms anything but the end user. if someone's committing crimes while they're drunk, punish those crimes. if you can't drink responsibly, then maybe ban selling alcohol to those people
i'm also generally against weaponizing force against people, especially if the reason is "i don't like this and think it's gross"
like, punishing people for doing something that's addictive that harms themselves? those people likely are already in a shit place in their lives, why the fuck would you punish them more
banning tobacco in public is pretty reasonable, though, or at least banning it in spaces that aren't explicitly advertised as smoking allowed (imo "smoking allowed" being the default with no smoking signs is weird -- shouldn't you have some reasonable expectation that you won't get pelted with cigarette smoke because you decided to go to denny's or whatever? luckily it's becoming more common to ban public smoking, so hooray)
(also banning alcohol and tobacco would probably be enforced along racial lines, much like the marijuana ban in most of the U.S.)
