It tends to differ with me - for rants/RAEG, I tend to use bold. Other times, underline or caps. ... Mostly a combination of the three.

Italics or capital letters. It depends if I'm trying to put emphasis on something, or if I want to look like I'm shouting.

If I'm angry—which isn't really a lot—I will definitely use capital letters. Same if I am being very silly.

I notice them! But then, I'm one of those people that actually reads things posted by others. I notice a lot of interesting things that people post actually—such as acronym/abbr tagging, use of special characters, etc...

Color for me (usually red, but sometimes I'll use different colors as appropriate).

Blinking text is fun, but I don't think anyone uses it to emphasize anything serious.

Blinking Text only works in browsers based on Mozilla / Netscape though, correct? I don't think it works in Internet Explorer. I can't remember if it works in Opera, but it's not a standard HTML code.

Sometimes I use italics, sometimes I use BOLD, and sometimes I use all caps, depending on where the typing is being done. In most games, for example, I can't use bold or italics. Italics are generally used for more subtle emphasis, while bold are used for beat-you-about-the-head emphasis.

Considering the blink tag is crap, shouldn't ever be used in a serious context.

I find they work better when you have to pause — especially when it isn't something small that would require use of (these).

Of course, the fact the "—" is impossible to type on this keyboard (unless it's some stupid HTML entity) doesn't help my overabuse of (this).

Reminds me, sometimes the dash would work better than the typical "..." I use for pausing. Although — mentally — I tend to let my sentences trail off...
