What? Did JAG the TV show not get a video game, so that is why it's not the topic?

But seriously though, consoles then usually didn't have a file system and not anything to "open" or "explore". Just binary data.
Didn't Hasbro release development stuff to the public domain when they bought Atari for a time in the '90s.
Reading that stuff would probably be a place to start learn how the Jaguar works, and thus how to search for contents in the ROMs, I would guess.

Jaguar CD games likely do have file systems, but the cartridge games likely will be just blobs of data as KingMike mentioned. If you know the standard graphics data layout for the system, something like yy-chr could probably be used to at least see graphics, but i don't have much advice for other content.
