1) What's needed to get an NTSC PS2 running PAL games?
2) What's needed to get a PAL PS2 running NTSC games?

Easy enough.

1) You can buy a modchip/swapmagic and get a flip cover replacement so you can swap.

Or: You can buy a Memor32 (Which is a savefile manager) and put this custom firmware on it http://www.mementoteam.com/ and then you can run imports and backups.

Correct me if I'm wrong, but the game will run at a different speed than intended if you go from PAL to NTSC or vice versa (50 Hz vs. 60 Hz)... Or does the modchip compensate for that?

You don't need one of those, at least, not on an older PS2, I think you may for the slimline, but on the older ones, you just need to screw the faceplate off of the disk tray, and use a slide card thing, which you can pretty much make yourself.

HDLoader can do this, can't it? I was able to install that with just an Action Replay Max. (Which, if you can avoid it at all, I highly recommend NOT buying as it's a total piece of shit.) Do some magic with the LAN to get it to download a hacked save file, and then every time you boot with a certain PSX game (of your choice) inserted, HDLoader starts. Of course you need a hard drive and network adapter since the whole point of HDLoader is to (get this) load games from the hard drive.

If you have a slim PS2, all you need is swap magic. Look up the "tape and tissue" mod.
