The game runs fine from the folder, but opening from steam doesn't do anything.
I'm windows 8.1 with the latest version of steam.
Has anybody else had this problem? Any idea what I should do (other than re-install everything)?
EDIT: I guess they fixed it in an update. Dunno if it was anything to-do with my ticket though.

Stupid question, but have you tried exiting and restarting Steam? I remember having the same problem a while ago, but I don't remember exactly what was causing it.

Try reinstalling Steam.
The process:
Go to the Steam folder, highlight everything but Steam.exe and the folder Steamapps, wipe it off the face of the Earth, and then open Steam.exe, which will give you new files.
Note: DO NOT DELETE STEAMAPPS. THAT IS ALL YOUR GAMES AND YOU DON'T WANT THAT TO BE GONE. |

What about save files, are they in steamapps?
Wouldn't this be more thorough? Uninstall steam with the uninstall application, then deleting all files (obviously after backing up the games & save files). Then installing it with the installer, downloaded from the website.

There's no reason to completely uninstall Steam when the fix ||3 posted works fine in the majority of cases.

Question:
* I'm on a 64-bit machine, should steam be installed under "Program Files (x86)"? In other words, does steam have a 64-bit version?

No, it does not.
You may as well try uninstalling Steam at this point.
