Listening to a random collection of all the sound effects in Super Mario Sunshine, I now realize that the sounds Eely-Mouth makes sounds like it could be someone talking slowed down a lot! I'd test it out myself right this moment, but I don't quite have all my programs back yet.

For reference, I was listening to this sound post, and you can hear them maybe about halfway through ~70% of the way through, right after the Peach voices.

So.

Ride to Hell: Retribution. Currently holds the lowest Metascore ranking on Steam. Arguably one of the buggiest games I've ever heard of. A game that made Angry Joe, a guy I don't usually like to watch, lose his mind.

So of course, I had to buy it.

I installed it, and what's the first thing I see in the binaries folder? Well that looks like a ton of Unreal Development Kit binaries! What else? Oh, looks like ScaleForm AMP and Scaleform CLIK Tools!

And a program called "gfxexport.exe" with a DLL file called PVRTexLib.dll. Hm! Wonder what they used that for?

Oh and there's three logs in there from June 26, 2013. The day the game shipped to Steam. The logs contain the name of the user who built the game, the folder it was stored in, basically how the game was built.

AND, I found something really curious: Apparently this game was supposed to ship with something called "Silverlink", which would enable exclusive features or something. This is also mentioned in Saints Row IV - people seem to think it was supposed to be DLC, but judging from this, it isn't. It's just another stupid social networking tool.

I was wrong about the Eely-Mouth sounds. It's just snippets of Pianta voices slowed down by varying amounts.

Don't know if it's worth mentioning here, or if it's the right place. But after looking at Final Fantasy Crystal Chronicles for the Gamecube, I found that looking for the words "debug menu" in a hex editor brings up a message that says "press START to open debug menu." Though I can't find a debug menu.

A debug menu in Game Center CX 2 has been located, but apparently doesn't do much (?).

I'm really hoping this bodes well for a new Advance Wars game. The series had a bad run in Japan starting from the first Advance Wars, and it was seemingly abandoned when the latest one was redesigned to cater to western audiences It wasn't even the Japanese version that was first revealed, but a French version of the game. But since this is the first DS game available for download like this, it is interesting at the very least! They could have gone with a much more well-received title in Japan.

Woah... that's an impressive find. What's in those logs though? Whoever made it obviously doesn't know what they need to delete to ship a game though, as they left in Scaleform tools like you've said. I may just check this out sometime. Let me guess though, if you add the commandline "editor" or "-editor" to the .exe file's shortcut, you can access the Unreal Editor?

I have no idea, I have no experience with UnrealEd.

There seems to be some leftover debugging text in the ini files, but I don't want to screw up my main account's achievements - thankfully I can just share this game with one of my old TF2 idling accounts so I can futz around with it there. XD

Have you considered just using a regular PSX emulator and Artmoney?

PSX Emulation Cheater supports several emulators via a GPU plugin, and can use and create GameShark codes.

Sorry, but that plugin seems that it only works with one particular PSX emulator. And said PSX emulator doesn't work for me.

Sorry, but that plugin seems that it only works with one particular PSX emulator. And said PSX emulator doesn't work for me.

Game Genie code 074-A5F-C42 will enable the unknown counter in Ballstic GBC. It is impossible to know exactly what it counts but from the looks at the code, it appears to count certain animation frames.
