Major no-no in using a vacuum cleaner inside of a computer. That's asking for static electricity buildup and as you'll know doubt guess static tends to shock things...you know computer components? That's why they sell anti-static pads for a reason when you're building one up. And yes, you actually have to open up your comp every so often to clean out your computer. Dust tends to clog precious air holes. I mean it's the same as an air filter on a car that needs to be replaced every so often. If it's clogged, the performance drops like a rock.
As for temperature, it varies based on your fan (which I actually don't have, it's heatsink city) and processor setup. If you're setup's about the same as mine, that's actually normal for temperature...and they generally cool down rather quickly on a bootdown then startup so the figures you're getting are about normal. Some CPUs, dual-cores, can be rather hot even with decent fans...which is why there's such a thing as liquid-cooling. A standard CPU in this day and age will typically run anywhere between 45-65 Celsius after being on for a while. This D runs at about 50-60 usually with a fanless 7-inch butterfly heatsink attached to it and it takes a while for it to get that high. 165F is ~60C and a normal boot is about 25-40C which is about what you booted at. You can look at your heat now and it'll likely be around 165F or so again.
As long as your processor isn't cooking at about 70C or higher and your hard drive (use DiskCheckup) isn't above the 50C line or so, you should be fine.
I've overshot this thing to 90C on a whim before, which triggered the auto-shutdown, because I was messing around with the processor (overclocking a D isn't smart). I've also seen comps that were ~200F in processor temp inside a person's comp only to open it up and see mounds of dust caked all over the damned thing. They had cats, that should say enough. It dropped about 70F or so after running for a while and maintained it. This was a Pentium 3 comp. My old P3 comp maintained a level of about 36C but had a 3GHz rated fan on a 1GHz processor.
