Pretty much every western player and their cat knows about this legendary of all legendary glitches.
However... I could've swore it simply did NOT occur in any way or form with the Japan Green cart I used to own. (zero wild encounters on those tiles)

How can we clear up the matter swift? I don't know if I'm up re-playing a game I can't read again...

There have been times I've surfed up and down that coast for ten minutes on end without any random encounters. It would have had to be the RNG playing tricks on you, since surfing over ANY tile can potentially result in a Pokémon encounter.

I think the easiest way to test this is to grab the game in an emulator and use some kind of cheat code to get to Cinnabar Island right away.

Yeah I'll get to it sooner or later, I can really only mess around in an emulator. I'm not a hacker to just check the tilemap code.

One of those things in 1999 might've have been an earth shattering revelation to certain pokemaniacs. Even fewer care now.

Yes, although the encounter table is set when you enter a map. (Without flying).
It's how the hero's name is kept in the encounter table to do the Missingno Glitch.

So when you enter a gym door normally, it's lost.
You can still catch Magikarp on them with the old rod though, that's hard coded.
